The Goal of the “BLACK PEROLA” Project 

The aim of the “BLACK PEARL” project is to establish a fashion district in the heart of the Cape Verdean capital, modeled after Milan, New York, or Dubai, featuring Czech luxury brands. Czech fashion boutiques, design studios, and creative workshops are expected to flourish in Praia by 2035.

The project was initiated in response to the high demand for high-quality Western fashion on the African continent. Due to limited supply, wealthy African clientele are forced to import formal and semi-formal clothing from abroad at high markups or travel to Europe for shopping. Additionally, Cape Verde welcomes approximately 1 million tourists annually, many of whom have significant purchasing power and are willing to pay a premium for high-quality goods while on vacation.

Cape Verde provides ideal conditions for the realization of this project. Since the 1990s, Cape Verde has been considered a stable democracy. Human rights are upheld, and fundamental freedoms are guaranteed. According to international indexes, Cape Verde is among the most democratic countries in Africa and ranks as the 33rd most democratic country in the world. The absence of ideological and religious conflicts contributes to the country’s high level of security. Furthermore, the Cape Verdean economy has been rapidly developing. The volume of investments grows each year, and the country’s GDP has quadrupled over the past 20 years. These factors make Cape Verde one of the most business-attractive emerging markets and a potential gateway to Africa for investors.

Relations between the Czech Republic and Cape Verde are exceptionally friendly. As a result, Cape Verdean authorities can offer Czech entrepreneurs a range of incentives, from reduced operational costs and government support to tax benefits.

The Czech-Cape Verdean Chamber of Commerce provides luxury Czech fashion brands with support in establishing companies, selecting suitable premises, securing favorable rental conditions, and recruiting qualified personnel. The Chamber also facilitates import and export licenses and offers additional personalized services upon request.
